PSC 1310 off, unplugged from power, and USB cable from 1310 unplugged from computer.

Granted, all the Drivers and Software may be the same for all of the 1310 Series, but it MAY not be.
I would like you to click on the appropriate Model Number for your All-In-One.

After you click on the appropriate model number, you'll be taken to a page where you'll see the heading -> Software & Driver Downloads <-
Click on this.
Now choose which Operating System you're using. (Windows XP and Windows Vista are examples of an O/S)
Under the -> Compatible software and drivers, heading, and the Driver, sub-heading, click on -> HP Officejet and PSC Full Feature Software and Driver.
Click on the empty circle to the left of -> Save.
After this has downloaded, close all windows, and go back to your desktop screen.
You will see a yellow folder icon on your screen, with the HP logo. Double-click on it. Follow the instructions of the 'Wizard'. Restart your computer. After Windows has fully loaded again, you should see "Found New Software".
Plug the USB cable of your PSC 1310 into your computer. Plug the 1310 into power. Press the Power On button of the 1310.
