This is a laptop harddrive. If you're going to connect it to a desktop, you will need an interface to convert it to USB to connect to desktop.

My hard drive which is model dk23eb-40 is not being recognized by my computer at all. not in the bios or nothing. is there something else i can do or is it gone completely

If you can try it in another computer, as the _only_ device connected to the "data" ribbon-cable, and it still fails to be detected, then it's gone, gone, gone.

Getting files off an old IBM TravelStar 20 GB Hard Drive

You can buy an adaptor that will connect your hard drive to a pc.
Ribbon cable from your secondary drive on pc goes into the adapator. Adaptor also coonects to laptop harddrive.
You also need to change from being a master driveto be a slave drive . see linkbelow.

You can then copy file to pc a usb memory stick.
