Try a local vacuum repair shop. Most of the major retailers carry in stock mostly what they sell. The local repair shop may not have the bags in stock, however they should know where to get them from.
I just checked my supplier here in Canada and they have the bags, but not the filter. Take the filter with you that you are looking for, maybe the store will have a suggestion of a replacement.

Hello, I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. The Kirby mini emptor assm can be replaced by going inside of the cloth bag and looking for the ty tie that is hold it onto the clothe outer bag and cut the ty tie to release the mini emptor on the Kirby. The bag @ the bottom has elastic around the bottom and should come right off; it will be tight but should come off. The front of the mini emptor has a gasket so make sure the new one has the same small gasket also, and that will just turn and unhook. You need to find a new ty tie just as long as the one you are removing; either from a local vacuum cleaner store, the Kirby Factory Cust serv (Parts) or try the Home Depot or Menards or a box store similar to those.
