The issue can be with any Operating System files that might have gone Curropted.
I recommend you to try pressing the
Ctrl +
Shift +
Esc keys after you are sure that the Operating System is booted which should get you the
Task Manager window.
In this, click on
File > New Task(Run) and enter
Explorer.exe in the field and click on
OK.
This should get you the
Windows Explorer.
However, I recommend you to either try reinstalling the
Operating System in your Notebook to factory settings or
Repair the
Operating System using
Windows XP disk if you have to repair the curropted files.

Make sure that you take a backup of all the files before proceeding with reinstalling the
Operating System as it will erase all the content in the hard drive if you are using the Disks provided by
HP.
If you are not able to see any
LDEs blinking in the Notebook when you press the
Power Button, the issue can be due to Static Charges which might be preventing the Notebook from starting up. In situations like this, you need to try the steps listed below :
1. Disconnect the AC Adapter.
2. Remove the Battery.
Note : Please see that there are no external devices or cables connected to the Notebook.
3. Hold the Power button down for 30 seconds to 1 minute.
4. Reconnect the AC adapter and do NOT connect the battery now.
5. Turn on the Notebook power.
