I need to download driver of my dsc-s700 using my OS Windows Vista starter.

Consider NOT using a driver.

The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.

Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use Windows Photo Gallery or any other photo cataloging program, such as Picasa ( http://picasa.google.com ).

I cant get photos off of the internal memory, when I plug it into my CPU it doesn't show in the "my computer" folder

Plug the DSC-s700 camera with the supplied USB cable to the computer. Turn on the camera. When this is done, then the computer, if equipped with windows xp, vista, or 7 should come up with a menu that allows one to transfer all pictures to the computer's hard disk drive.

The Sony camera should be supported by windows with no additional driver download.

Good luck on using your Sony Cybershot camera on your computer.

When i am aboout to take a photo, my DSC-S700 screen turns blurred, and every photo becomes blurred too. What am i supposed to do?

1) Try setting all your camera setting to auto, and take a photo. This should eliminate any pre-set photo types you may have unwittingly switched to.

If that doesn't resolve the issue I'd suggest you go to the sony website follow links for support and/or downloads, see if there's a firmware upgrade for you camera.

Should that also fail, check the website for a forum there may be someone who's had the same problem and resolved it and finally:-

Get onto the Sony techs via the website, they may be able to steer you in the right direction.

I have a sony cyber shot DSC-S700 camera, I can take photos but when I want to download them on my pc there is no photos there to view but I still can view them on the camera itself

Pictures are saved into folders on the camera - 101, 102, 103, etc. When accessing the camera from the computer, be sure you are looking in the folder on the camera where the pictures are.
