Right i need the size or model for the cooling fan that all intelboard mode E210882

The Heatsink/Fan combo is based on the processor socket used.

After a few search hits, I have seen E210882 on Intel based motherboards, that use two different processor sockets.
The Socket 478, and the LGA 775 processor socket.

The socket for the Socket 478 has the pin holes. The Processor has the pins. (478 of them)

Identify which processor socket you have, buy accordingly as to the Heatsink/Fan combo.

Remember to observe Anti-Static Precautions, Thoroughly clean the top of the Processor's case, and aplly fresh new thermal paste.
(A Processor is the most susceptible hardware component to Static shock)

Why doesn't it cool?

If I unplug the Peltier the unit starts right up, the display working again and fans come on . Is Peltier shot ?

the orange power light is your warning that your power supply is going bad. I'd replace the power supply with the same size or larger (preferred)

Fans keep running high speed on the E210882 motherboard

This may be because the system is running too hot. The fan sits on top of the heatsink which cools the processor. If the heatsink is blocked with dust, the fan will be working harder trying to blow air through the heatsink fins to cool the processor. Open the case and check that the heatsink is clear of dust.

High low fan motor

Your main concern is the temperature difference across the indoor coil for both heating and cooling. When you turn your thermostat from auto to on, you are on high speed.

If you have long duct runs and little return air registers then high speed
would help cool the house better. However in the heating mode, you
could lose up to 10degrees by having the high speed setting.

What they installed is sized for your house and the speeds should not have to be changed unless the ductwork is not sized right for the house.
Cooling should be High-Black wire.
Heating should be Low-Red Wire.

400cfm equals a ton of cooling= 1200 sq. foot, For cooling you need
High speed. For heating it is whatever the temperature rise across the
coil is, which is located on the furnace/air handler.

What mode on my model hprbo7xc7 is for air

Hi, On all model stats, the mode you want for the fan to cycle off and on with the air conditioning, is cool-auto, not cool-on. With cool on, the indoor fan will continue to run all of the time. In the auto mode, it will cycle on and off.

Check fan # 2

Samsung Consumer LCD tv's do not have fans except on the higher end models. The Commercial models do. Yours is a Consumer model. I suspect that you have a DLP tv. In that case replace the Lamp Fan. It is the Larger of the three fans. With the rear cover off, you will see a Blue switch lever on the lower right side of the tv. Hold it in a up position and turn "on" the set with your tv remote. Then look for any fan that is not running. Then order that fan. there is a large fan that cools the Lamp. The other fans are of the same smaller size and one cools the DND chip and the other cools the Ballast.
