This is not a setting on your monitor. It is a setting on your operating system. The display settings needs to be set to a 60Hz refresh rate.

Hook up your old monitor and right click on desktop --> properties --> and then to display and advanced settings. You can then set it to proper refresh rate and plug the new monitor in.

Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). it may be in demo mode, try presing "engine" and selecting normal.
