Your signal probly getin week at times ,,walls weaken wifi,,,and if other computers goin on same wifi,,a stronger cpu,,like a desktop or so,,stronger cpu will hog all wifi from the weaker one,,,also try dell website fro driver updates

take the battery out and see if the computer boots up. if it does then you will have to replace the battery. most of the time when the charge lights blinks the battery is bad
Inside the DVD drive is a laser optical eye. This eye get's dirty.
Suggest remove ALL power, then open DVD drive tray. Use a can of compressed air for computers to clean, and aim down towards the bottom of the tray. (Remove AC adapter {Charger}, and Battery)
Disk cleaners have the tendency to wipe the 'gunk' off, then wipe it back on.
Also make sure you still have burner software. Nothing like going to use the DVD burner one day, only to find the Nero burner software was just a trial.
Click on Start and type CMD. Open CMD and type ipconfig. Check out the IP address V4 for the Local area ethernet adapter or wireless area adpater depending on wireless or wired connection. Any ip address other than of the class 169.254.x.x shoud be considered good. If you have an IP address is any other number other than the above you have a good IP address. to test the internet connectivity type PING www.google.com. If the results are Packets sent 4 Recieved 4 Lost 0 then the issue could be due to Internet Explorer bing corrupt or a firewall blocking the internet access. Power off the computer. Power on the system and as soon as you see the Dell logo please tap the F8 button 3 - 4 times. You'll get to teh Advanced Windows boot option screen. Select safe mode with networking and see if the internet works in the safe mode. If yes then it could be the firewall. Uninstall you antivirus and check.
