if they are usb powered, a light should come on on the spkr box with the controls on it, if it is powered by AC, make sure the wall wart is plugged in. If you are getting power to the speakers, try plugging in your mp3 player or some other device with headphone out jack. If the speaker work when you try that, the problem is in your computer and you should go to the sound section of control panel and open the "mixer" to see if sound is "muted", if it is, unmute it
the usb cable is for powering the amp it does not carry audio, there's a 3.5 mm plug that connects to your sound card. also, no matter what anyone tells you, there is no driver download for these speakers.
Try re-installing the sound card drivers. You can access the sound card through your device manager in the control panel. The drivers would have either come in a CD along with your system or you can download them from the internet.
