That seems to be in the midi time sync functions. In cakewalk under options find the midi settings and choose midi device. All of you clock and sync settings should be there. Also I think under the audio menu there are settings for folders and I think a tab for sync is there as well. I use Sonar, which is an upgrade of cakewalk but used cakewalk for a long time. I have it on another computer and will look later to see if I am forgetting something or remembered it wrong and let you know.
Never go from a PA (powered (amplified)) speaker signal to the inputs of a recording device. This can severely damage the electronics of the input/preamp. That error code may be getting caused by something else. For more details on how to use digital ins:

Press NO/EXIT and check the digital audio source. The output should be 44.1 kHz (note that some players output 48 kHz). A unit with varispeed (pitch control) may have varispeed turned on, altering the sampling frequency from 44.1 kHz.
It's tough. For all that TASCAM touts this is not a user friendly system. I find that assigning compression to one track, removes my reverb from every track. It seems only one effect can be used at a time, and that effect effects them all. Tascam sucks. Never again!
Hi I had exactly the same problem with my Macintosh, it worked fine until recently but suddenly stopped working. As a matter of fact it is probably due to a compatibility issue of the USB driver after a recent software update of MacOSX drivers. Fortunately I have an old Macbook pro with an old version of MacOSX and the Tascam showed up immediatly and USB worked fine. Therefore, if ou can downgrade your USB driver it might solve the problem.
