If it boots normally and there is no display on the monitor,it could be

1.Your Display card could have failed or the VGA cable from the display adapter is not connected properly to your monitor- In this case you will see a "no signal" message on your monitor.

2.If the monitor is powered on nothing appears,then your monitor most likely failed.

3.If the monitor's power on led light is not lit,then make sure your monitor is plugged in properly to the power source.

System setup Disks do not have any relation to your Monitor unless it is an All-In-One PC or a Laptop.

If you can see display when the unit is booting, but not when Windows should be displaying the Desktop, then your Display Size has been set outside of the size limits or refresh rate of the monitor.
An IT Technician could help you boot the PC in Safe Mode to remove the Monitor and let it re-install. This should forward the instructions to Windows to re-detect the monitor and the display limits it has.

If you have no display at any period, try another monitor.

If you hit <F12> key upon boot-up and the monitor displays a boot menu, then you probably have an issue with your XP software. Meaning that you may have to re-install XP (by the way, XP is no longer supported).

The issue is the OS boots but is not SET for the external monitor

You can try and use the FN and the monitor key but as a perm thing you cannot do this, just cannot be done its boots on the port for the primary display and that is the way it was built. Now if the F# or F% does not work then the operating system is not set up for the external monitor with the display broken i do not see a solution for this one as a tech,

Monitor says "Out of Range"

This normally happens when display resolution is changed to higher resolution and cannot be compatible/displayed by monitor. Either plug in another monitor and lower down resolution or Press F8 and go to advanced boot option and start your computer in safe mode and try changing display resolution. If it still doesn't works and you have the drivers for you display adapter (video card) then uninstall display adapter from device manager by booting in safe mode. Once you get to normal boot mode reinstall drivers for display adapter.

I have this monitor hooked to my PC ATI 7500 graphics card with a DVI cable. When the PC initially boots up, the monitor display is blank - it does not display the boot-up messages until the MS Windows...

This is normal. Your monitor has a VGA hook in for regular definition. What it is doing, the monitor always by default looks for the VGA hook first. On my desktop it does the same thing until it finds a signal on the DVI.

if the monitor is DVI conencted to PCI card, the computer will not see the monitor, on boot up, only in the Windows mode.
replace the DVI connecting with a VGA connection on the monitor, if there is no VGA connection on the monitor then you need to get a VGA monitor and connect that to theVGA port on the motherboard connector at the rear of the computer.

I was playing online games on my sony vaio. Suddenly I got blue lines on the screen and the laptop stopped responding. So I tried restarting the laptop but I get blue thin vertical lines before the laptop...

Blue thin lines before it boots will rule out an operating system or driver fault. So it would appear something in the machine has failed.
Do you have a VGA monitor you can connect to it and see whether it shows the fault? This will show that if the fault also shows on the external monitor, it is likely an electronic fault on the main board, whereas if it works on the external monitor but not on the built-in monitor, my guess would be the cable that goes from the main board up through the hinge of the screen into it, or a connector, or an actual fault with the LCD display.
Windows booting normally once the display drivers were disabled indicates to me that Windows is no longer detecting the faulty display and therefore boots normally - possibly pointing to failed electronics in some way. It could even be corrupt BIOS that controls the video or something along these lines, though that's unlikely.
Good luck, either way it sounds like it's off to a computer repair shop. Is it under warranty?

Its the problem with your display resolution. In Safe mode set it to 1280x800 and restart..
