OK, check the connection IN the laptop make sure they are actually making contact and are actually working. Now IF that is all in order, then I suspect, that your Battery Charger/Internal Power Supply, has faulted, the External and Internal supplies are separate, with exception for tap off to battery charger.
I have had this many times in my shop, you can most likely buy the Power supply sub board assembly and replace it.
Below is a service manual that will show you what to do and the part numbers. Most likely Ebay will be your best bet, or go straight to Compaq or Compaq dealer for the spare parts, or use the 'net.

If you don't wish to DIY, then please get a "Quote" from a Compaq repair Centre

I'm sorry to here this but in this case you must bring the laptop in the manufacturers service center because they have to replace batt terminals for it to charge them again. It happened to my cousins laptop.

Verify that you have the required 18.5VDC coming into the laptop by the AC/DC converter. take a multimeter and put the black lead on the outside of the connector and the red on the inside..you should have between 18.5-19VDC
