First, you should know your battery is a Ni-CD / NI-Mh or Li-ion battery. If it is a Ni-CD / NI-Mh battery, please fully discharged and fully charged it to prevent "Memory effect".
If it is a Li-ion battery, please charge it before you use it.
Please keep in mind that, please fully charge a battery when you store it. And, charge it again every two months.
I know you can get these on Ebay. Also most NI-MH 9 volt battery charges will charge this battery pack. You can use a 9 Volt Snap Battery Connector with Alligator Clips to bridge the connection between the battery pack and the NI-MH 9 volt batter charger. This is how I charge this battery pack now. You can probably get the 9 Volt Snap Battery Connector with Alligator Clips at a radio shack or on Amazon... as well as a NI-MH 9 volt battery charger.. don't hook up the leads backwards :)
13*1,2v=15,6 v. There may even be cells located inside the part of the battery pack that is protruding inside the stem of the drill. Could this be the case here? Battery cells can easily be found on Ebay, although good quality cell are quite expensive. You can also try your local hobby/model-plane-car-boat dealer, which usually have a good stock of battery cells. Make sure it is the type with soldering lugs, and that they match you charger. I.e Nicad vs NiMh vs li-ion and so on

Li-Ion battery and NiMh battery have completely different charging requirements! Li-Ion battery has much stricter charging requirement and the regulator is normally design to trickle charge at 0.1 Current rating @ 4.2V and then completely shut down. WARNING: if you use a Ni-Mh charger on a Li-Ion battery, then it will erupt and even explode and catch fire! Bottom line is that the rescued Li-ion regulator is not designed for your Ni-Mh pack and you will never get a full charge with it and you will need a completely different regulator board: you are better off putting in a suitably sized Li-Ion battery with inbuilt regulator but with higher current rating if possible. if you have a ni-mh battery pack, some people report success by identifying positive and negative leads and tapping with 50v welding current + to + , - to - for a second or two to shock the nickel crystals out from the cell inside...
you can also rebuild your battery pack by replacing the cells (they look like c cell batteries)....
but if you have lithium cells DO NOT shock them as they'll blow up in your face and maybe kill ya... ni-mh could too... (but not nearly as likely)
basically your battery is dead, and you need a new battery.
