The flash is automatic, you cannot control the flash. But you can put some black tape over the flash if you really don't want flash. Remember though, if the camera meter decides flash is needed, then your pictures could turn out dark/underexposed by covering the flash.

The manual can be found here: http://www.olympus-europa.com/consumer/208_manuals.cfm?prodID=P_N1246352

The manual says use 100, 200 or 400 iso films.

Maybe try high iso film like 800 iso or 1600 iso, best to try this out ahead of time to make sure you are satisfied with the results. The high iso films need less light so should perform better without flash, but the camera may not be able to rate these films correctly, trial and error is definitely required.

How do you turn the flash off?

Press the flash button (right on the multiselector, marked with a lightning bolt) repeatedly to cycle through the various flash modes. To turn off the flash, select the lightning bolt in a circle with a slash through it. Don't forget to turn it back on later if you want it to flash.

How can I turn the flash off on a cannon power shot a400 camera

Your menus will have options to be able to turn off the flash in certain modes.
The camera also has external buttons which will turn the flash on or off. Read your user manual.
The button which has the SET inside has four selectors. The right selector has a flash on/off button to turn the flash on or off. The flash usually will flash when set to flash all the time and not in AUTO mode. The AUTO mode may not allow you to turn off the flash. You probably have to choose another mode to allow the flash to be turned off.

Flash

Where the OK button is there is a circle around it. On the left side there is a pic of a flash. You have to turn on camera then turn off flash by pressing the button on the left (flash) til your display shows a flash with a circle around it in the top left corner. Now the flash will not come on.
