You Should try updating the driver and see if that helps the issue. Go to suport.toshiba.com and update your bios & video drivers.
Alternatively if you have a flat panel television (not all flat panels have a vga port) or a spare monitor sitting around?, using a vga cable you can plug your laptop into either of them and see if it happens with the external display. If it does then it is an issue with the video card that you have.
Bad news if it is the video card. you need to get a new motherboard because its attached and can't be removed. The problem with an overheating graphics card is that it does not use thermal paste but usually a thermal pad and that can be replaced. Hopefully that fixes it, But it sounds like a issue you need a professional for, unless that is you are comfortable doing the work.

Yayimfixed, I can now easily say Yay! I'm fixed. vga hookup cleared the problem, all I have to do now is figure out how to fix the screen of my laptop. At least I won't be needing a new Motherboard :D So thanks again, you have been extremely helpful. I can also tell you I am happily using my laptop at this very moment, typing to you on my clear and amazing-quality picture screen ^_^ I cannot begin to tell you how happy you have made me today.

Thank you so much mr yayimfixed, I can gladly say YAY! I'm fixed!
I connected my laptop to my HDTV and the image is flawless and crisp. Since the good news is that I wont have to buy a new Motherboard, and I can easily go buy a $15 vga cord, all I have left to ask of you is this: What do I do about my broken laptop screen? I am not a computer professional, so I doubt I will try taking the laptop apart for monitor surgery.
I am also unsure of how laptops work in general, I wouldnt even know if its possible to replace a laptop monitor at all. but if it the case, I'd like to know exactly why my screen does this in the first place; and also if there is a simplistic fix for this problem. [other than what I am currently doing, using my HDTV as a monitor.]
