Yes, it's possible, but it's more art than science and there is a risk of making the problem worse. If they are only visible from very close, do you really want to take the risk. Also, if your TV is still under warranty, any home repair will most likely invalidate your warranty.

Personally, I use a large pure-bristle (not nylon!) paintbrush for removing heavy dust before cleaning as it doesn't drag potentially abrasive dust particles across the screen.
It's unlikely the scratched screen is covered by the TV warranty, but if it's really bad you might consider making a claim under your contents insurance - if you have accidental damage cover.

Only use microfiber cloth to clean LCD panels, and no windex. Use 50/50 distilled water and denatured alcohol, or a dedicated LCD cleaner. Small scratches are not worth buffing out as screen itself is relatively soft plastic.
