Depends on what you mean by "Tune"

If you are talking about aligning the radio, you need the factory service manual, a watt meter, volt meter and oscilloscope to align the radio.

If you are talking about a peak and tune, that all depends on what you want. If you are just trying to peak it out, the easiest thing to do with out having to know about what you are doing is to turn the modulation to max. In that radio you do that by turning VR4 all the way to the left. That will get you around 20 to 25 watts of modulation.

There is more you can do, but it gets technical. But over all you will be pleased with just the modulation increased.

Some times people have the radio tuned to be run on an amp, which is necessary so that you do not blow up the amp. This involves un-soldering parts and replacing them with other parts to achieve the desired dead key.

brand new out of the package don't need tuning. just turn up the power a bit to 3.8 - 4 watts and modulation set at 95% and you will be fine.

cobra 29 has a 12 watt final, doubt you will be doing 30 watts. 25 if your lucky. Use 18 feet of coax, you will get better broad band.

If the antenna comes with the whip in it already, its been tuned at the factory and you shouldn't change it yet.

If not, half way is okay. It still needs to be tuned on a meter. either the one in the radio or an inline.

If you're using the RFX-75 amp section. Then you'll need to make sure your transmiter section is tuned for full output. The last last unit I installed in a Cobra 29 LTD, the radio modulated right at 100 watts output.

Cobra 29 is one channel off, ch 7 is on ch 6 and so on

The radio needs to be tuned.  This should only be done by a licensed repair shop.  You will spend less money taking it to a shop than you will buying testing and tuning equipment needed to do it yourself, which would void the warranty.
