1st You download Webcam Driver.

After this install the Webcam driver in the system.
Installation of Webcam Driver
Go to the control panel
Click on the System Icon
Click on the Hardware Tab
Click on the Device Manager s
Select the Unknown Device or printer device where yellow Question Marks sign on it.
Right click on it and uninstall it.
After this go to the top of the device manager and click on scan for hardware changes.
Driver installation Wizard start.
Brows Your Driver from the Hard Disk and click on next.
Driver will be install.

try this
uninstall the web cam driver ( properties tab of the web cam)
go to the web cam manufacturer web site , find the down load for that model and then select the operating system you have and down load it
if you have win xp or win 7 operating systems , they are no longer supported by Microsoft so drivers installed from the microsoft site will drop out

You can go to HP website and download your web cam's driver through their "Support and Drivers" page.

whatever camera you are using go to any search engine and type the camera model and brand and after that say vista driver

GOTO THIS WEB SIGHT AND CHECK FOR THE DRIVERS YOU NEED AFTER DOWN LOADING THEM TRY YOUR WEB CAM IF IT DONT WORK THEN TRY RE-STARTING YOUR COMP WITH THE WEB CAM PLUGED IN AFTER DOWNLOADING THE DRIVERS
