My Canon Camera Powershot A470 has been registering the shot images, showing them with horizontal lines across the image. The lines look like the ones on the start-up "Canon" image when you open the camera. I have tried to adjust settings but the horizontal lines keep showing on the image, What's the problem?

That's probably true. The repair will probably be more expensive than purchasing a new digital camera, since the image sensor is one of the core pieces of technology inside digital cameras.
The shutter flex cable inside the lens is broken. Happens to all cameras from Canon A4xx series. At day the images will be overexposed with horizontal lines on it, but it could look better at dark / night. The FLEX has to be replaced. Canon doesn't supply new flex cables for these, but there are some cheap copies on ebay. But as these brake very often, I wouldn't suggest you investing money in this camera, because it will brake again sooner or later.
You're camera most probably has a CCD (image sensor) problem. This is a widely spread problem common in digital cameras. The CCD is damaged due to a high temperature
and humidity giving your shots with horizontal white thin lines. However this problem does not affect when taking videos on your digital camera.
