Hello Battery has to have a Charge and at the very top next to the pen there is a button it that button and it turns on only if you have any battery, if not it will not turn on.
I had the same problems. I downloaded PalmDesktop Win62.exe update from Palm.com and it recognized my USB connection, did away with the port error and hotsynced immediately. I messed with that thing for 3 weeks before I finally tried the update. It says it's not for the peg-n760c, but it works! I don't think they want you to update, but rather buy a new pda. If you haven't already done so. Try resetting PDA in back, if that doesn't work go back to battery and verify connections are correct and check connection wires (they may be frayed or damaged).
I'm not sure that will solve the problem, but it worths a shot.
