The "Best Solution" fixes a problem that is unrelated to the original poster. anononline19's solution is to fix the entire OSD being locked (displays OSD Locked when the menu button is pressed).
Original poster's problem can be fixed by changing your graphics card's "overscan" settings.

Installed AMD Catalyst Control Centre software and found the advanced setting for Flat Panel Monitors and reset the SCALING OPTIONS slider bar to 0% - Problem Solved!
Why this software isn't bundled in with the GPU drivers I don't know!?
