Yes. The monitor most likely connected via a VGA port and cable, which does not carry sound. Only exception to this is if your monitor is connected to an HDMI port, which carries video and sound. Your VGA monitor should have an audio input port and you should have an audio out jack in rear of the PC; sometimes on the front, not to be confused with headphone jack. A monitor speaker will not work with headphones plugged in, like most receivers. Good luck
it sounds to me like the wires from the front panel connectors are not connected to the motherboard inside the computer case, open the case up find the front connectors wires inside and find out if there are any connectors on the motherboard to plug them into.
the reason the rear ones work is because they are soldered directly to the motherboard.

Please clarify, Where is the Headphones connected? Front or back? if you tried it on the Front port without success, Plug in the speaker jack to the port where you did connect the Headphone and verify it's working or not. You can also try the headphone on the port where the speaker is connected.
you must configure your notebook to works with it. enter in the sound configuration (Control panel->sound) there you will see speaker setup below, click advanced and choose the right configuration for your sound system. default will be two speakers or headset speaker.
also check if you dont need to configure the software that comes with your sound board, sometimes you must configure it manually.
also check the sound board manual and recheck cable connections, sometimes you must configure sound board connectors via software to work with more than 2 speakers.
It sounds like the speaker wires are mixed up or maybe a setting on the reciever is wrong. Verify your speakers are properly connected. you test speakers using a 9 volt battery or smaller.

Go to Control Panel and Click on Sounds, Click
on Audio, then Click on the Microphone. Then Click on the drop
down and select Camera Microphone.
Click OK and it should work.
