The quality of the image on the screen as suddenly become very poor. I made no changes that could have caused this as far as I know. The display is a 1701FP and it's performed very well until yesterday morning
when the problem started. The problem is difficult to describe but I'll try:
1) Dark text and graphics appear to have bled horizontally in both directions sort of like the output of a poorly-maintained photocopier. Small text is very difficult to read.
2) Some colors (such as red yellow and orange) appear abnormally bright and/or are displayed incorrectly.
3) The screen sometimes has a shimmery appearance as if you are looking at a smooth water surface.
4) also get the faint grey lines across my screen, similar to water ripple........if I highlights something, the grey lines stretch acorss the highlighted portions from one side of the screen to the other
Tried the automatic reset button on the screen, adjusting resolution, etc... nothing.....

I had the same problem. I fixed it completely today. The horizontal lines disappeared. IT IS DEFINETLY THE DEVICE DRIVER. I confirmed my monitor model tyope (dell M783s) and downloaded the specific driver for this monitor.
I had to do these exact steps or did not work.
1) with the problem screen, disabled the display adapter under the Hardware/Device Manager settings.
2) Restart the PC
3) Boot will come up with brown lines still but the screen will low resolution of 600x800.
4) Then I installed the correct device display monitor driver onto the pc. ( you may need to scan for new hardware, then choose the directory with the new hard drive.)

from my experience can be something related with the video card. I recommend you the followig (Hardware diagnostics):
-Look for one of the discs that came with your computer, it should say (Drivers & utilities).
-Boot from the CD. If you don't know how to do it do the following:
1.Insert the Drivers&Utilities Disk.
2.Restart teh computer.
3. When you get the Dell logo, press F12
4.Select Boot from CD/CDRW-DVD (something like that).
-You will get a prompt to run the diagnosics.
-Just follow the wizard
-I recommend you to run diagnostics for everything.
-You will see if you have any problems with your hardware.
It seems that you have a pretty new laptop, so probably it's under warranty.

To your problem number 1:
I would check to see what the refresh rate is on your main monitor. Especially after waking the monitor from sleep, Windows tend to forget the refresh rate settings on secondary monitor and set it to the same as your main monitor. If your main monitor is set at 75hz or something, it could cause the secondary monitor to display the "out of range" message. When you reset the "extend my desktop to this monitor" setting, it probably resets the refresh rate to 60hz again.
This can sometime be remedied by checking to see if the monitor drivers are installed correctly. A lot of times the video card driver also gets in the way. I've had a lot of experiences with ATI drivers behaving very sporadically with multi-monitor setups, where they will consistently change to "plug-n-play monitor" and thus reverting any custom setting I have.
As to your problem #2:
I've had a fair bit of experience with this as well. The fact that the line shows the same way regardless of the monitor's own tilting orientation, means the error is probably coming from the video card signal rather than the LCD panel itself. This usually is a foresight of a nVidia card that's about to break.
I've went through many, many nVidia video cards over the years. They all inevitably break over time, probably because nVidia relies strictly on third party vendors... and to stay price competitive the third party vendors cut corners wherever they can. I always get the same horizontal line error over time as you described here.
The only way to know for sure, is to get a replacement video card, borrow one from a friend if you can, and see if the same problem still comes up. It's very possible for this to show up on only one of your two monitors. Try switching the monitor output as well, to see if the line now shows up on the other monitor instead.
