I faced the same problem i installed it. But got through it. See if this works for you too:
1. You have to install the software you downloaded from the tata site or from the CD you got with the MODEM. Do this without attaching the MODEM to the laptop.
2. Once done, insert the MODEM into the USB drive. The Windows will automatically search drivers for USB MODEM and QualCoMM drivers and install it.
After it shows the success message, click the Tata Indicom Dialer and check. The problem should not appear again.
Visit this for a complete solution to the problem:

Hello,
To use your phone via USB you do need to load a special driver. You can usually find this, but only from the phone maker not your provider. Since you didn't tells us what phone and model you are using I can't point you to the driver.
If you want you can comment back with the phone maker and model and we can get you the link if you are unfamiliar with finding drivers. Otherwise, going to your phone makers home page and clicking support will get you started in finding the USB driver for using your phone as a modem.

Worldvet
Are you upgraded to Vista SP1?
That may make a difference, either by using the unpatched version instead if you have SP1 installed or my installing SP1 if you haven't yet. SP1 can be uninstalled.
Otherwise, since you are using appropriate drivers. I would backup your install drivers to a CD and run a Registry Cleaner such as AUSLogics Registry Fixer (free) and others that can be found at majorgeeks.com
Also, with USB devices it does make a strong difference if you keep the device disconnected from the USB port while installing. Give that a go too.
Please keep me informed as I love these kind of problems and there is a way to get them solved, that's what I love about trouble shooting. If you are willing to hang in there until its done, I am.
Hang in there and keep me informed on the SP1 issue.

We are in different time zones as I am in the States.
But go to this site and scroll down until you see the SS Registry Fixer.
Uninstall your software for the phone, Run Registry Fixer. Install again.
If it still doesn't work, uninstall the software for your phone. Run Registry fixer.
Download Vista SP1 from MS, start athttp://www.microsoft.com/downloads/
Download and Install Vista SP1
Install your software with the phone unconnected.
Reboot if it calls for it.
Connect Phone. Let me know if it works now.
Don't forget the time zone difference as I am going to bed now.

Hi,
Thanks for the Helpful rating. We do our best with what we have and text messaging doesn't always get to the root of problems quickly.
I would still like to follow up with you and be of any assistance I can give. If you are willing.
I hope this all works out for you and if you want to go further with the troubleshooting I'm only a comment away and here for you.
Best regards,

Well iam using the tata plug 2 surf service for the past one year , first thing is you should know that that this is a dial up conection so obviously it might be a bit slow install tata speed+ software to speed up the internet. second thing is when ever you get the error like error 720,721 and driver not install ,the problem is not with the tata indicom connection ,the problem is with your operating system ,when ever you get this error always reinstall your operating sysstem.

I have also found the same problem with Dell Inspiron. The hardware person does not have a fix. The fix has to be through modification of the driver. I have to try uninstalling the SP1 but reluctant to do so.
