The manufacturers web site should have that information for you. I can't give you a link as you don't state the make and model.

Spanish rom for e550g
I've checked th spanish Toshiba HP, but it is not availble! I think the best way is to call the Toshiba Hotline or a Toshiba Service Partner! As far as I know the PocketPC 2002 OS is OEM and licenced Software, so I think you have to pay for it!
