Recommend you contact the Hard Drive manufacturer. No one will know more about the product than they will. I would follow their recommendations. Who is the manufacturer - NOT OF THE COMPUTER - OF THE HARD DRIVE.
Cost would depend on who does the work and what it entails. There is no fixed scale of $ per mb, etc. That's why I recommended the manufacturer. If they say it can be done, they will likely be the most expert, and probably the cheapest for quality work. I have learned that you get what you pay for.

Try to go to device manager (
http://www.computerhope.com/issues/ch000833.htm ), and then assign a
drive letter to the hdd. After that, try to access it from Computer, if
not able to access it, format it (use quick format) and then use this
file recovery program called asoftech data recovery to recover your files. download it from http://download.cnet.com/Asoftech-Data-Recovery/3000-2248_4-75328850.html
1.) Stop using the hard drive IMMEDIATELY! Do not drag or create any files on it. 2.) Download asoftech data recovery program: http://www.asoftech.com/adr/index.html 3.) Install and run the data recovery program against the hard disk
try other usb port, or other computer and see whether the hdd is detected. Hi there, Remove it and install it into another computer to see what'll happen. If it shows up in 'my computer' as a drive letter(like E: drive) but you can't access it,you can recover data on it with data recovery program to avoid losing them. I have succeed with Tenorshare data recovery. It can recover data after deeply scanning your hard drive to look for lost data due to drives crash and 'not recognized' issue. You can get it here: http://www.any-data-recovery.com/index.htm After you recover your data, you can format it to check out whether it can be fixed. If the hard drive can't be detected, you can try this way.Put it in a zip-lock bag and put it in the freezer overnight. Then while it's still cold plug it into the computer and you may be able to view it in 'my computer'. And run the recovery program to recover your data on it. If it fails, you will have to go to a recovery office but let's hope not because it will cost you a lot of money and whether they can recover data is not guaranteed. This article will help.
