BIOS passwords for dell laptops require you to contact Dell technical support if you forget the password. they will generate a master password depending on the type of BIOS password. you cannot reset it by removing the CMOS battery.

You need to reset the password for Dell system by removing the Bios Battery or you need to reinstall the BIOS setting by downloading the BIOS from DELL.
This will resolve the issue you are facing.

Hi, You can download the free, small program ctbios15.zip from the german Computermagazine c't. Ctbios shows the password and some other interesting things about your BIOS. Easy way to get Dell bios master password and Hard Drive (HDD) master password

Email your model and service tag and they email back your bios master password and or HDD master password for your Dell computer. Free but donations are encouraged

Dell Inspiron BIOS Password Recovery
Each Dell Inspiron has a master password which will clear the BIOS password. You can get this number by calling Dell Technical Support at (800)624-9896.
Dell Technical Support will request the Service Tag and Express Service Code from the bottom of your Inspiron.
If you were not the original owner of the Inspiron, Dell will transfer registration of the used Inspiron from the original owner with only the Service Tag and Express Service Code from the tag on the laptop.
To transfer the registration of a used Dell Inspiron, fill out the Transfer of Ownership form on Dell's web site.

The above solution does not work on an E6400. Any fix regarding removal of battery, shorting pins together, etc does not work. However, what does work is to use the Dell Asset/Service Tag BIOS Reset Tool that is available on Torrent Sites. Boot the CD image and when you are asked if you want to delete/change the service tag select "Y". When asked for the new service tag number re-enter your current service tag. Then the tools erases the BIOS and inputs the new service tag. A by-product of this process is that the BIOS master password is removed from the BIOS.
