You will need standard HDMI only if your laptop have HDMI port. I think hp 6510b not include HDMI port. It has VGA and SVEDIO Output. Your toshiba TV have many PC INPUT Ports such as S-Vedio, D-sub , VGA like old Desktop PC connection with Projector). So buy VGA cable or S-vedio Cable, then you can connect.
Chances are high that it's your video drivers messing up. Try installing the graphic card drivers from one of the CDs you got with your computer, if you don't have those anymore you can download them from the official site of the graphics card manufacturer.
If you don't know how to find out which graphic card you have, let me know and i'll try to help out.
That card doesn't work on that motherboard with that operating system. Oh wait, we don't know what card you are trying to use, or on what motherboard you are trying to install it or even what operating system you are using....all these details might be nice if anyone here is going to help you!

To disable the onboard graphics go into your CMOS settings and in there you should find something that says Graphics choices should be onboard or add on or some other form. It all depends on who made your BIOS. As far as a sound card not sure.
