This sounds like a classic problem. Chances are real good that you have a vertical IC that needs resoldered. It is mounted on an heatsink and may have 7 pins. You will need to pull this IC out and clean the board with a flux cleaner and reinstall this IC. Also, replace any capacitors in the immediate area of this vertical IC. A bad capacitor will run this IC quite warm and will produce bad grounds. If you inspect closely, you will see solder rings [cracked] around each pin of this Vertical IC.
