is your router also belkin? If not, what is the brand?
each router has its own address. You need to know that to be able to get into the setup page of your router
Also, does your adapter connect using its own utility or are you using the utility that came with the operating system (xp and vista)is your router also belkin? If not, what is the brand?

did you have it connected through cable or wireless? Did you have everything powered on? Try it through cable rather and you'll be sure it will be connected. What device you have - exact type would really help - maybe there's another IP address with 254 at the end

Oh, sorry I didn't see it in the title before. First, check the dirvers are properly installed for the adapter. Then if you don't have the wep key, connect by cable or other computer connected to your router (better by cable, as you can have restricted access to router setup menu from wi-fi). The WEP will be in WIFI config. section. If you cant log in to your router, try export the config profile out from another wifi connected PC and import it into new device wifi config software (if they support the same profiles). If nothing of this helped, you can still reset the router (find in manual- most often disconnect from power and push reset button for about 10 seconds) and setup WIFI with new WEP key. Don't forget to write the wep down. If WEP is not your problem but connectivity of the adapter to internet or network at all, describe the problem more deeply

Uh, if you can't access the router, get a laptop or desktop with a compatible wifi adapter with ubuntu and with aircrack, follow this guide http://www.askstudent.com/hacking/how-to-crack-a-wep-key-using-ubuntu/ and you'll be good. I recommened a alfa awusb36H wifi adapter it works perfect for cracking a WEP key.
You now need to add the WEP key to your wireless settings on your wireless device. Go to wireless networks, advanced network settings, find the name of your network, and add the WEP code, you will need to change the security settings to WEP.. That will fix your problem.
Your laptop should be able to automatically find the network name and security type. (You would have set up all of this, by the way.) You should then type in your security key/password (you should have set this up when setting up router for first time, also) and then you should be connected to the internet. Your laptop might not have wireless capabilities, so you might have to buy a wireless network adapter.
In your case, the basic problem could be the WEP or WPA key. This is just a password you need to set up as a security measure. Every time you try to add a new device you need this password.
When you configured the router, did you go to a website and gave your network a name and a password? If not you need to configure the gateway. I assume that you may not have done this. Easiest and painless way is to call the customer service. It is not absolutely necessary though. Please go through the link below, which may give you a better idea. Probably you could get it done on your own.
If you have the CD and the cover you when you purchased the router, there may be number that starts with 192. xxx.xx . It may also give username as admin and a password admin or 1234 on the cover. Enter the numbers that starts with 192. into your browser address bar. and hit enter. once the page loads enter the username and password provided. There are fields where you can enter your network name. select the encryption or security as WEP. enter a password also. keep this password safe. You will need when you add new devices.
The numbers you wrote is the URL of the website. If you type this numbers into the address bar of your browser and hit enter it will take you to the website. The wep number it is asking, is a password. I do not know whether when you set up your router, you did the full configuration. Easy way would be to call the customer service of your router. In any case, it works something like this. With the address (which you gave above) you reach a website. That is where you configure your networks (WEP or WPA) password, mac filtering etc. Once this set up, you are ready to connect wireless devices. Every time you try to add a new device it will ask for the WEP or WPA password according to the security you would like. You have to enter the same password for that new device to connect properly. (This a safety feature. You can keep an open connection, but everybody in the area of your router will get free access to your Internet and your network) In case of doubt, call customer service and configure the network. Mac filtering gives better security, but you will have to go to that website and add that devices mac address there before you can connect. Believe me, it is not all that complicated as it sounds. Good luck.
The WEP and WPA key is configured in the router's wireless settings. WPA is a stronger encryption than the older WEP encryption, I suggest you use WPA or better still WPA2. To secure your wireless network, configure the wireless router and the wireless card in the computer, please click on this link and follow my instructions :- http://www.fixya.com/support/r3559128-wireless_router_security
