Samsung ML-2510 is connected to a Dell Optiflex GS 280 computer. I get message "Fuser Open Heat Error" when trying to print. Is this just a fuse on the cartridge or a more complex problem?

You can use EPM(easy printer Manager) or smart panel. These files can down loaded from the samsung site. install and run in the PC it will show the status of the printer.
The red light blinks and printing is possible means get ready to replace the toner cart. with a new one.

The main power supply board in short we call it (SMPS) the error you got is quite common that the main power is not getting in to the transformer in the correct voltage. Normally is to replace the SMPS and the fuser as well.
For more Technical test on the SMPS 1st of all we will test the fuse on the SMPS which is located at the bottom right hand corner. using a multi-tester, 2nd will be the capacitor and 3rd which is the last will be the big and small transformer with power on. note the last test is dangeroures unless you are a electrician experts. This is a common problem with a close-to-empty cart.
A new cartridge will have even toner, and will distribute it evenly to the page.
An older toner will start to streak and line onto the page.
Another issue could be the fuser... some of the new printers have a fuser built into the cart unit... so that when you replace the cartridge it replaces the fuser as well.
A fuser can become dirty and thus not distribute toner evenly across the page.
If your paper setting are set corectly (normal paper) and you are getting a "ghost image" from the previous page, most likley the fuser is the problem. On rare occasions, the drum unit could be the culpret (Black lines) down the sides of the page as you indicated.
You may have 2 problems.
I would change the toner drum 1st. If the black lines go away ,yet the ghost image continues, then change the fuser as well.

There are a couple of reasons why this happen. A paper jam could have occurred. The cover might be open, try closing the
cover. There might be no paper in the tray, load paper in the tray. The toner cartridge is not installed. The printer has stopped printing due to a major error (you need to contact your manufacture for this).
Your fuser is bad. The fuser is a part that "fuses" the toner with heat and pressure to the paper. You will have to have a new fuser to fix your problem.
