I have a 1993 Olds Cutlass Ciera S. A few weeks ago, the steering wheel became incredibly difficult to turn. I check the power steering fluid level and it was empty so I filled it. Now when I turn to the right it makes a whirring, whistling type noise and is difficult to turn, but only to the right. I recently replaced the front, passenger side tire and was told I need an alignment. Is there some other problem that I'm missing?

Have you checked the power steering fluid level? The reservoir for the fluid will be at the front of the engine, where the belt runs the power steering pump. If it's low or out add a little power steering fluid till full, then start car and slowly turn wheels back and forth from stop to stop-not too ******* the stops (when the steering won't turn further that way...that's what I mean by stops)....Turn wheel one way full travel, then reverse and turn the other way. Check the fluid level again, and add as needed.
If fluid is not low, the belt may be too loose to make the power steering pump work, or you may have a bigger problem that needs professional attewntion.
First you will need a pulley remover/installer. Remove the power steering belt, remove bolts holding the pump, remove p/s lines, replace in reverse order,and fill pump. Start car and move steering wheel back and forth slightly, then turn the wheel all the way stop to stop Always watch that there is plenty of fluid in the reservoir. Check with dip stick, should be full to bottom mark;
Usually there aren't P/S fluid coolers on small pass. cars like this. Your rack & pinion could be leaking, or one of the lines. There is a great deal of pressure involved, up to 1600PSI. Pressure wash your engine, rack and pinion and lines. Fill up and look carefully where a leak is coming from.
You can fix the whining by bleeding the system - you may either vacuum bleed it or you can manually bleed it, by turning the steering wheel lock - to - lock at least 15 times with the engine OFF - best done with the front wheels off of the ground.
I Just replaced my parking brake cable on my 94 olds ciera . I never had a problem . I would take your car to a mechanic so they can check it !! It could be bent too far in towards the back of the studs and may need to be replaced !!
Often, noise in the power steering is the result of air trapped in the system. It can also come from contaminated or worn out fluid. If the fluid level in the power steering reservoir is low, the pump will tend to whine and/or chatter. First, check the fluid level. If it is low, there is a leak somewhere. Keep the fluid level up if you must drive it, or the power steering pump will be destroyed. Once you have determined there are no leaks, or repaired any leaks you have have found, the best solution is to remove as much fluid from the system as possible, and then refill it with fresh, clean fluid. There is a product called Lucas power steering stop leak (or somesuch) which is excellent for quieting power steering components and extending their life. Use 1/2qt to 1 qt of regular fluid first, and then the whole bottle of Lucas when refilling. Top off with regular fluid as needed. Be sure to check the fluid level again after letting the engine idle and turning the wheels back and forth several times, as some air will be purged from the system and the level may go down substantially.
My turn signal flasher was located to the right of the ash tray, I looked around the column for HOURS and it wasn't there... I also have an 93 oldsmobile cutlass ciera, it drove me crazy because the manual wasn't correct.
with a 3.1 liter , remove and install directions are remove serpentine belt , remove power steering pump assembly , then remove sensor harness , sensor bolt , remove sensor , so it sounds like behind the power steering pump assembly area if that makes sense . it has to be real close the the cam gear , you should be able to find it .
