Looks like a failing CCD sensor or failing circuitry. Unfortunately, the only way to rectify this is by opening up the camera, which is a very complicated procedure, and I wouldn't recommend it if you have no prior experience.
You could try a reset by removing the batteries and card with the power off, wait a couple of minutes and reinsert, although I doubt it will really help.
If your camera is under warranty, it is best to contact the manufacturer directly, or the point of purchase. If it is not under warranty, you will have to get it serviced or buy a new camera, whichever works out cheaper for you..
GOOD NEWS!!!
This from the Canon website:
Malfunction:
It has been confirmed that the connecting parts of the internal wiring
of the CCD used in affected products may become disconnected,
especially if the affected products are stored or used in
high-temperature and high-humidity environments. If this occurs, the
signal is not output from the CCD normally in Shooting Mode, which may
cause a distorted image or the absence of an image. This malfunction
can be confirmed on the LCD monitor screen during shooting. The same
malfunction also appears on the recorded image.
Canon's Response:
Effective immediately, and regardless of warranty status, Canon will
repair, free of charge, the products listed above exhibiting the
above-mentioned malfunction if Canon determines that the malfunction is
caused by the CCD image sensor. Canon will also cover the cost of
shipping and handling in connection with this repair.

Check that the cap is not on, and camera is not in pc mode. Probably it is a lens fault.
Try also resetting the camera, by pulling out batteries for few minutes, this will reset eventual electronic problems.
If you do not get any picture from the objective then probably is a lens fault. Check if the shutter is opening, if it is stuck you can gently try to open it with your finger nail.
If this is not the problem, then the lens gear inside is defective, or the sensor is gone. In this case, being a delicate job, I suggest calling a qualified technician in your area.
