SOURCE: Horizontal lines are appearing and moving acrosss the screen of my View Sonic E50C Monitor...

What is wrong with your monitor is that the Horizontal section is going faulty, the lines you are seeing are the Horizontal Retrace lines, usually invisable in a working unit. It is often a faulty capacitor(s) OR a Diode breaking down.. in the area of the Flyback Transformer. Probably time for a new one unless ya can fix it yaself.

SOURCE: instructions on how to disassemble and fix a Viewsonic VX2235WM

Picture tube is not major problem. It is the main board, having damaged capacitors, could be more then 1. Other components to look at is, high voltage tranisitor, which gives up in most cases. Most cases in my career, i found that monitor tubes are good, unless the are dropped. So resolder the main board and check out for the components i mentioned. Careful while repairing, it has high voltage, take all precaution while openining the panel. Unsrew all the screwsat the back, also the stand, take a flat screw driver and lever the panel from one end till you open all the 4 sides. Thanks, and don't giveup.

The monitor says it is out of range. What does this mean

This means that the computer is sending scan frequencies, horizontal and vertical, that the monitor can not process. Try using a lower resolution setting, ie 1024x768 or 800x600 and see if the problem goes away. Use your video card properties to change this setting.

White colour is displaying as yellow

Your monitor is missing blue drive. Most likely a component failure on the CRT board. Bad color ICs, bad solder connections or defective capacitors can cause the problem.
