You can try buying a cheap pci express video card and install it inside one of those slots and connect your monitor to the new video card and see if it will boot up. some computers have a beeping sound if something is wrong. if theres no beep then try to remove everything like memory and hard drives and just leave the power supply. if it still doesnt beep when you restart the computer, then it might be the motherboard.

you need to open up the case, and remove the CMOS battery ( a silver wafer-style battery about the size of a quarter) and leave it out for about 10 minutes. put the battery back in and close the case back up and DONT mess with ANYTHING ELSE. if the computer STILL wont boot, then your motherboard is bad, and will need to be replaced through the manufacturer of your PC.
