It may sound weird but I would recommend to install Win XP Pro instead of Vista, when you have the right to do so(Original CD!) This might rid you of some errors and slow downs.
Concerning Vista and probale virus infection:
I dunno what you have caught, but some viruses tend to infect even the Master boot record and backcopy into clean systems, so when setting up a new system, just use clean CDs, before installing any other devices than the most necessary, do get an anti-virus (like A-squared, Avira or such) software on CD and scan without accessing the web. Then see if you still have these problems coming.

I agree with Celenous, this could be a cause of McAfee, consider removing that software and purchasing a less intense anti virus. I like BitDefender http://www.bitdefender.com/2009/futurenow/en/2/products.html?s_kwcid=bitdefender|2489416886 , it has two different modes so if you are a gamer you can turn it down so that it doesnt request information from you and it refrains from doing any scanning until you turn it back on. Other things I suggest you should do, obviously you only had this computer for a month and must have installed a few things I would suggest defragging the computer and running a clean up. Check for adware, install Ad-Aware from Lavasofts website http://store.lavasoft.com/store/lavasoft/en_US/Content/pbPage.adaware09plus_us2/Currency.USD , they have a free version that works wonders on a system. CCleaner is also a great product http://www.ccleaner.com/ . This will also clean up some unneeded files that clog up the computer that make it run so slow.
The same thing happend to me. I, unplugged the cam. reinstalled the drivers from the toshiba cd. rebooted. plugged my cam back in. and It was working normally again. Then I reinstalled livemessenger rebooted again and everything is worked fine. Good luck with it mate.
A few months ago was the peak of Windows Virus Season, so it's likely you picked up one or more. I have seen viruses this season that denied your browsers to access the interned though some of the computer's resources still had access.
Run a full virus scan in safe mode with your up to date Anti-Virus program. If you don't have Anti-Virus and a running Fire Wall, I suggest you do after you format and do a clean install of Windows.
Try installing antivirus software like Quickheal, Kaspersky. Tune up your PC using a Registry Cleaner like "Eusing Registry Cleaner" or go Microsoft Web Site & try their free registry cleaner.
