Hello there Bill,
This takes me back many years. !!!!
It is most odd these days to find people still using Floppy Drives. Are you SURE you want a floppy disc drive ? They cannot store very much at all.
First of all, before you do anything, Open your PC and MAKE SURE you have a socket on it for a floppy drive. !!!!! If necessary get the model and make of the Motherboard and check on its manufacturers website that it has a socket.
THIS IS IMPORTANT as modern computer motherboards DO NOT provide floppy interface sockets. and you cannot run a floppy on them.
Right, the Floppy needs a 34 way cable with connectors both ends
There is no USB connection for a floppy disc drive.
If you bought a floppy
and all-in-one card reader item then the usb is for the card reader and NOT for the floppy..
A picture and explanation of it are here

This is what you need to buy. Dont worry it looks long at complicated, it is just that it has extra connectors .
Install the cable in to the motherboard and floppy, Your computer will recognise the floppy automatically and off you go.
Good luck
