check the ice chute door,where the ice comes out of the door,sometimes the door doesn't close or it's broke,warm air gets up into the freezer and will start icing up everything the air hits,or the door gasket has a tear in it but if it's not water leaking from the ice maker then it's an air leak causing this issue.
If the tubing is plastic it could have cracked when you moved the tubing to install the filter. If the tubing is OK then possinly the filter isn't all the way in or is leaking.
There are two sides to a dual water control valve. One side fills the ice maker and the other side is the dispenser. If one side goes bad you will need to replace the whole dual water control valve. From what I know of ge, ice makers are independent. Mother board has no control over I'm. How old is this fridge. Some of the newer ge are made by Samsung and are control.
Push the white paddle in three times slowly within 15 seconds. Then
wait 2 minutes. You should see the ice maker start to cycle. If the
ice maker doesn't cycle, replace the ice maker. If you need a new ice

The ice maker tells the water control valve to come on for the preset amout of time to refill the ice trays most times about 7.5 seconds. and filling ice maker with tap water will test icemaker. Check to see if there is any obstruction (object of any kind) in the ice cube mold area. If nothing found, you will have to replace the icemaker, as individual repair parts are not available.
The water switch went bad or the water valve. Switch the two wires on the water valve on the back of the ref. Press water switch on door if water fills ice maker valve is bad,if not,door switch is bad.
