Are any of the parts on a 1997 Jeep Grand Cherokee interchangeable with a 1999 Jeep Grand Cherokee? rear axle,wheels, power-steering, hood hyrdraulics?

A few parts should be interchangeable. Most of them will not be however since the Grand Cherokee underwent a complete re-design for 1999. Some engines and transmissions will switch out. The rear axle in the 97 was commonly a Dana/Spicer 35. This was replaced with a larger rear differential in 1999 for increased towing capacity. The wheels should interchange ok, power steering system was pretty much the same and as long as the hydraulics (supports) on the hood are the same length they should work

How do I change the front and rear shocks on my 99 cherokee?

FRONT:
Removal & Installation
  1. Remove the nut, retainer and grommet from the shock stud in the engine compartment.
  2. Raise and support the front axle.
  3. Remove the lower mounting nuts from the axle bracket.
  4. Remove the shock absorber.
To install:
  1. Position the lower retainer and grommet on the shock stud. Insert the shock absorber through the shock tower hole.
  2. Install the lower shock studs into the axle bracket.
  3. Install the mounting nuts and tighten to 250 in. lbs. (28 Nm).
  4. Remove support and lower the vehicle.
  5. Install the upper grommet, retainer and nut on the stud in the engine compartment.
Rear:

Removal & Installation
  1. Before servicing the vehicle, please familiarize yourself with safety procedures.
  2. Remove or disconnect the following:
    • Upper locknut and washer from the frame bracket stud, on the Grand Cherokee
    • Lower bolt, nut and washers from the axle shaft tube bracket
    • Shock absorber
To install:
  1. Place the shock absorber upper end in position and tighten the fasteners to the following specifications:
    • Cherokee: 17 ft. lbs. (23 Nm)
    • 1999–01 Grand Cherokee:68 ft. lbs. (92 Nm)
    • 2002–04 Grand Cherokee: 80 ft. lbs. (108 Nm).
    • 2005 Grand Cherokee: 70 ft. lbs. (95 Nm).
  2. Place the shock absorber lower end in position and tighten the fasteners to the following specifications:
    • Cherokee: 46 ft. lbs. (62 Nm)
    • 1999–01 Grand Cherokee:68 ft. lbs. (92 Nm)
    • 2002–05 Grand Cherokee: 115 Nm (85 Nm).

check the sheet metal backing plate just behind the brake rotors, it may be bent and touching when wheel is turned, this is the common problem for this noise.

RELACING WHEEL BEARINGS IN A 95 JEEP GRAND

Front wheel bearings can be done at home rear wheel bearings will require a hydraulic press and an axle puller. Either job can be difficult depending on amount of rust and availability of tools. The front wheel bearings are an assembly and once the jeep is up on jack stands, with the tires, brake calipers, and rotors removed, it is only a matter of removing the axle nut and 3 bolts (which can be difficult depending on rust) holding in the old bearing assembly

undo the lower plug on your diff housing,drain tighten plug up, undo top plug fill til overflow,same as front,oil refer to owners manual or call local service centre
