if the PS3 has the YLOD, a controller will not assist with starting the system. If both lights come on, you can start the console by pressing the power button or by using a paired controller. To pair a controller just plug it into the console with the provided USB cable.
Try plugging the second controller in to the ps3 using a provided usb cord then press the PS button on the controller. Do this just to make sure that the controller is paired to your PS3. If your still having issues you may need a new controller.

Ok first of all you need to pair it with your system by plugging it in manually through the usb cord. After that it should be ready to go now you can turn it on or off with the PS button.
I'm pretty sure you can't just 'turn on the bluetooth', it doesn't work like that, well not for my PS3 anyway. The controllers use bluetooth, if you want to turn them on just press the PS button on the controller, that will sync it with the PS3, thus making it usable.
