Most fans are "temperature-sensitive" -- if it is sensed that your computer is close to over-heating, the fan will run at full speed, very noisily, to try to cool it.
So, shut it down, and disconnect the AC power.
Remove the side-panel.
Purchase a can of compressed-air.
Give the computer a "blow-job", to remove excess dust,
since the layer of dust is acting like a blanket,
keeping heat inside your computer.
how did you clean by hand ? make sure all of you your drives power and data leads have secure connections make sure the CPU central processing unit has a dust free secure seating
did you move any wiring data or power leads
Test all leads power and data that attach from motherboard to your hard drive,IDE,SATA
make sure your computer ram modules have secure seatings with no dust in sockets
Cmos battery has charge with no dust in the socket some motherboards cmos batteries are soldered in
hope this helps

Hi, from your description it appears your power supply is ok.
Remove your RAM chips, clean everything with a soft brush or a can of compressede air [from computer store] Reinstall the RAM making sure it is seated firmly.
If this does not solve the problem, Are you using 1 or 2 RAM sticks? if 2 then remove them again and swap them around.
stick one in dimm2 and stick 2 in dimm 1.
If you only have one stick then beg or borrow another stick and try it. If all fails you may have developed a mobo problem.
