You do not need a disc installed.
- Turn on the player and wait until it says "No disc".
- Press "memory" on the remote (for mine, I had to select "shift" then "memory").
- Select the region number you want or 0 for all regions.
- Press "play".
- Turn off the player then turn it back on.
The player should now be set to the region you selected or be region free.

That should work, Ekse found it at the same place or another. Videohelp.com should be in your bookmarks as it has more help than you can imagine when it comes to DVD players or all kinds, especially the undocumented hacks.

It looks like the player only plays region 1 DVDs which means that any DVDs not from the US will not work and this player can't change regions unfortunately. I would see if Toshiba will replace it in Belgium for you for one with your region. Let me know if you have any further questions or need anything else.

Like I said before, this DVD player isn't a region free player, it only reads region 1 dvds and nothing else. Your options are to only watch region 1 DVDs or to take it to a place and switch it with your local region player

this clearly shows that the player must be capable of playing all kinds of disks.
so i think the problem lies with player.

Multi-Region Hacks for Domestic DVD Players
you can check out the link but this may require to download unlock firmware and Some unlock method require you to burn a CD (firmware update)

If that doesn't work you might need to get a hacked firmware to the player. Or a mod chip but I don't know more at this time.
