Suggest there are one or more Electrolytic Capacitors that have gone bad on your motherboard. Specifically the ones for the Processor. These are Voltage Regulators for the Processor.

I know it happened to me in puerto rico. here why it happend too much of light drops in ur area. u should remove ur motherboard go to CompuUsa or i think Best Buy sell them and buy another motherboard replace it (make sure its the same form and size as the old motherboard) and wa la!!

No signal from tower to monitor

restart computer and keep tapping F8 when the black screen comes up with options choose start windows in VGA mode. You may have a higher resolution set that the monitor is not capable of supporting.

What programs should I shut down to optimize performance?

I'm not sure what programs your currently running, but a pretty safe bet is to disable any programs that run on start-up. You an do this by clicking on Start, then type in MSCONFIG and press enter.

Click on the Startup Tab on the top right, and uncheck any programs you don't need running all the time. Once you're done, click OK.

You will be prompted to restart your PC, restart if your ready, or click "Exit Without Restarting" and restart your PC whenever you're ready.

Hi Thanks for your question
I would suggest to enter "safe mode" and then do system restore again. To do this you need to follow these steps.
1.Turn your PC on and press F8 on start up. This should take you to the screen asking what you want to do. 2. Choose safe mode from the list and press enter. 3. Once safe mode loads you should be asked if you want to restore your system to previous state. Just press no to run system restore and follow steps (you already know how to do this)
Shutting your computer down without closing operation system properly may cause start up issues like this one.

Keeps freezing up and sometimes it just restarts

Restart your computer when it turn on click F8 then the Safe Mode Screen comes up use your keyboard.Enter on Safe Mode with Networking it will show two User Account's click on your's then start removing unwanted programs then reboot your computer.
