Suggest there are one or more Electrolytic Capacitors that have gone bad on your motherboard. Specifically the ones for the Processor. These are Voltage Regulators for the Processor.

RE-WIRE THE ELECTRICS CHECK SO ALL WIRES ARE IN THE
RIGHT PLACE.
Something is causing your Windows Explorer not to load properly. or it is motherboard problem. It is important that buy from desktop or system from reliable place.
I know it happened to me in puerto rico. here why it happend too much of light drops in ur area. u should remove ur motherboard go to CompuUsa or i think Best Buy sell them and buy another motherboard replace it (make sure its the same form and size as the old motherboard) and wa la!!
