The Ice dispenser damper door does not open. If you open it manualy everything works OK.
Defrost and remove the frost that accumulates on the roof and sides of the freezer. If it's more than 1⁄4-inch (6 mm) thick, think about switching to a no-frost freezer. Frost buildup increases the amount of energy needed to keep the motor running. Throw out the ice: The chunks at the bottom of the tray may have been resting there for years. Clean out the tray with warm soapy water, fill and return it to the freezer. Sweep through your fridge once a week. Throw out any leftovers that won't be eaten, get rid of perishables that are past their prime and wipe down any spills.

Initially, try do a manual cleaning of the door and the actuator (solenoid). The door might have some blockage of some sort at the swivel point or the solenoid piston/slider got ****.
It is also possible to have a defective ice dispenser damper door opener. The door is engaged by a solenoid. Although in some instances, the damper door has been known to be likewise defective. Both are relatively easy to replace and are not that expensive.
Should you venture to perform a DIY, parts are available here.
