If your iPad is in Manufacturing Warranty, please take it to the nearest Apple Retail Store and they will look into it. If you don't want to goto Apple, but want help from me, please explain what exactly happened before your iPad is dead. Accordingly i may help you.

I am having NO SERVICE problems on IPAD 2

I'm assuming you mean no internet service over wireless.
if so, go into Settings>WIFI and look for your network. If none are present, your router is not transmitting or your wireless function is dead on your iPad. If network shows and you still have a problem, go to SETTINGS>GENERAL>NETWORK RESET and go through wireless network settings again.

Front camera not working on my Apple iPad 2

If you have shut down ipad completely and then tried the front camera then it appears to be dead. That device is very old and will not be cheap to fix unless your skilled at soldering.

My first generation iPad appears to be totally dead. When I plug it into charge all I see is the flashing Apple. Is there a way to get the system going again ?

The battery in it has most likely expired and may cost more than a new iPad to replace. A voltmeter across the charger or a friends iPad may be useful to test your charger works ok.

My iPad was down loading ISO 8.1.3 and went dead went to turn on and there is a power cord going to a round iTunes symble

Probably not enough room on your iPad to update to iOS 8.1.3. (The whole download has to be onboard before it replaces the old version.) It's telling you to plug the iPad into your iTunes device that you used to setup and sync your iPad. Do it and update to the next version there.

Ipad won't come on

Normally, yes. It needs charged. Make sure that you are using a good power adapter to charge it. When you plug it in, it should display that it is charging on the screen for a short time.
