Hello, your hard drive was not detective that's why in the first boot it's hanging. Try to check everything and reset your CMOS.

Each PATA device (disk-drive or CD/DVD) drive has some small jumpers.

For the two devices connected via the one ribbon-cable,
set the jumpers on one device to the MA(ster) setting,
and set the other device to the SL(ave) setting.

Or, set both devices on the one cable to the C(able)S(elect) setting.

When properly set, both devices will be quickly and properly detected.

Be sure that your BIOS SETUP has been configured to allow SATA devices,
i.e., not set to "disabled" mode.

If all the conectors are fitted correctly and you still get problems then i would just return it under warranty.
If you have, or can get a spare sata cable it may be worth a try.

Update the PCI USB card driver. This may fix the problem.

if the stayed in detecting drive and when on to hang then there a problem with the dvd399 have the dvd check

Have you tried cleaning the connections and as well as the motherboard? Based on my experience, dust, especially moist dust that has build up inside the CPU tower can cause malfunctions. What i usually do is i dismantle the CPU tower and clean the components inside with soft-brissled paint brush like heat sink and fan, motherboard, graphics card, etc. When in come to the RAM i clean the pins with pencil eraser like shown in the image below.

and re-assembling them again. hope this helps

Refix your RAM also check your hardisk is properly detected in bios .
Load optimal defaults settings in bios.
Aslo try with other bootable disk some times disk corruptation create this problem.
