You may have corrupted BIOS. If so, you need to download your BIOS to a flash drive and try to recover it. Some Gateway users have seen this with the Insyde BIOS. See: http://forum.notebookreview.com/gateway-emachines/589067-gateway-nv78-insyde-bios-recovery-filename-hangs-bios-splash-screen.html
The fan turning off will be the cause of the PC shutting down. This could be caused by a faulty fan or bad connection to motherboard. 1. try reseating the fans power plug on the motherboard 2. if that doesn't help, try replacing with new fan. 3. if that doesn't work then most likely motherboard problem
Try hitting the delete key over and over at boot up. If you can get to BIOS, you can disable the splash screen, and also make sure that the boot order is correct. Try to put your hard drive as first boot priority. Also, remove any CD's in the drives.
We have already noticed that the cables are securely connected? If yes may be the graphics card! if you have a friend who can lend to test was the best. Or try with another monitor
Remove and refit memory sticks, as you mention no beeps, so the memory may need re seating.
From there it could be a processor or bios fault not starting up thr first 64KB of memory to boot windows
