So if you test the monitor on a known good PC it does what?
fails, then its the monitor
works then its the failing PC

all old HP monitors pre 2010 many had a sleep timer
so push the menu key on the monitor
then look for sleep timer and turn it off,
the monitor defaults to that mode, so dont push reset monitor or bam back to sleep mode it goes. so turn it off again.
all this is in the manual, lost yours, wana read it first?

read page 4.7 see that? (osd +advanced +) power saver OFF

https://www.manualslib.com/manual/418165/Hp-W1907-19-Lcd-Monitor.html?page=25#manual

if that fails to fix it (tested on 2 PC ) the PC1 is bad.
that be a whole other WALL OF TEXt, ask.

Check your owners manual for the power saving controls. In this section this should explain how to stop the monitor from going to sleep, or at least allow you to to set the timing for it. If this does not work visit the HP website and search the common problems for your model of monitor. search for this problem and the solution. If all this fails, seek help from HP technical service. Hope this helps.

Monitor Hp w1907 has no input signal, how do I get connected and keep it from going to sleep

If you set the PC to go to sleep after certian amount of time than it will not put out signal to the monitor. You need to go to display properties (right click on the desk top)/screen saver -power/set the display to never turn off.

You need to check the display connector, perhaps a pin is broken. Set the power saving features at the Display properties.

My monitor goes to sleep all the time it is very frustrating

Go into Control Panel, then to Power Options.
In XP, you see a selection for Turn Off Monitor. Adjust that setting as desired.
In Vista, you'll see Choose when to turn off display on the left side. Choose that option and select the desired time setting to turn the display off.

Monitor going right to sleep mode on start up

Sounds like a bad graphics card. Try using monitor wit another computer and see if the problem still exists. This rules out the display.

Computer asleep

If you go to control panel > display settings > Screen Saver > Power (win XP) or Control Panel > Power Settings (Vista).

This will allow you to turn off the sleep or change the amount of time until the computer goes to sleep or turns the monitor off.
