On startup the comp goes to the windows loading screen the bar runs a min or so and then it goes to a blank screen with the mouse pointer and goes no farther

Youll have to re-formatt and re-install OS.You might have an add-on security product if it is a back/white bar this must be disabled,, de-installed first

Hi Not sure if you mean no display or just missing start menu, if former doe you have a light on the monitor, amber means no signal from PC, check the vga/dvi cable is secure or change for another if you have one, if green after boot do you see any display on start up then it goes blank (try starting in safe mode to see if you get the display.
If the later option, can see the screen but no task bar and start button at the bottom of the screen try pressing the Windows key on the keyboard, this should bring up the menu option.
1.completely turn off the pc
2. turn it on and as soon as you turn it on click on the F8 keyboard
3. once your doing that another menu should appear
4.click on PREVIOUS SETTINGS THAT WORKED
5.it will load back again if it persists run the steps above again
6. if it doesnt work and continues run the SAFE MODE
7. in safe mode click on start and type System restore and open it
8. select a restore point far away since the incident
9. let it work and restore once finished it will reboot and it should work..
10. if all of this didnt work than you have HARDWARE problems
Not sure, but try loading Safe Mode by pressing F8 during boot and lowering screen resolution. In Safe Mode you can even run System Restore. It load to a previous date that you choose.
Go to task manager and try killing explorer.exe and try restarting the same
Take the system to safemode and do a clean boot
try removing unwanted startup items
Try restarting the computer in Safe Mode and then check. In case it flickers in Safe Mode too, then the LCD screen might be damaged and you might need to replace it.
