Try to unplug tv from the power source for 2-5 minutes and if still have the crackling sound it means the tv needs to be fix. So check your tv's warranty and call the tv's manufacturer to have it fix or replaced.

Older-model Toshiba TV shuts off by itself

There is a large sand filled resistor on the main board close to where the power cord attaches that cracks. This will stop power until it cools enough to make the connection then heats up rapidly to open it again. It may be worth the trouble if you're handy with a soldering gun and can get the back off the TV. If not then I'd consider getting a flat screen.

is it a tv or rear-projector? does it brings out the sound?

on a tv it could be the chromatisation IC that is defectiven when it goes blank. why? because of a power surge in the electrical net the tv got too much voltage to take.

try to desoldeer the EPROM IC and power on the set. does this make the set goes normal blue screen? if YES,you can order a new EPROM IC.

The power comes on and then turns off and the front green power light blinks.

There is a small IC in the power supply section,
not the IC regulator that's the problem.

Well if it is DLP TV then crack/ pop sound was broken lamp in TV and if its another kind of TV as you did not mention its model and brand then have to check accordingly.

A convergence problem is very commond. In most cases the convergence output amplifer IC's need to be replaced. This is not something you should do. Call a repair shop.
